2197年，为了经济的发展，札幌市取消了诸多限制，采取极度的开放政策，但也由此产生了一系列社会问题。每年进入城市的世界各国的人数达到好几万人，市政当局根本无力控制各种犯罪现象的发生。
各地的犯罪组织也看好了这一点，纷纷把这个城市作为自己的根据地。札幌成了一个钱，权，性交易泛滥的大都市。其中，毒品犯罪的活动最为猖獗，势力渗透到各行各业，国际刑警组织派遣两名年轻的女检察官打入贩毒团伙的内部，准备对这一组织进行打击。
然而，由于警察内部有内奸出卖了情报，年轻美丽的两个女检察官菊乃与千雨在与贩毒团伙对接的过程里被暴露身份，虽然经过激烈枪战突破了敌人的包围，但还是不敌敌人的包围圈，最后被捉，开始了一段虐心而又悲惨的监禁历程。
